A Santa Maria native, Alex earned both his undergraduate and law degrees from Santa Clara University, graduating with honors from the School of Law in 1976.
Upon returning to Santa Maria, Alex joined Dan Kirk's law practice, forming the firm of KIRK & SIMAS. When Dan retired in 1993, Alex became the firm’s senior shareholder. From 1982 through 1998, and again since mid-2003, he has served as the firm's President. He is "AV" rated (the highest rating earnable) under Martindale-Hubbell's Peer Review Program.
Alex’s general business practice includes all the routine business entity formation, maintenance and contract management issues one might expect; but also places particular emphasis on matters involving real estate acquisition, finance, development and land use planning. Representative clients have included major real estate brokerage and development firms, large scale agricultural enterprises, and financial institutions in both their real estate and general business work.
From 1985 to 2003 Alex served as city attorney for the City of Guadalupe and as agency counsel for the city’s redevelopment agency. As city attorney he was able to bring his real estate expertise to bear on both the land use planning issues which are a large part of daily municipal law practice and the deal-making issues associated with redevelopment agency work.
Since 2001, Alex has served as counsel for the Oceano Community Services District. In addition to his regular work as district counsel for Oceano, Alex regularly serves as special counsel to the Santa Maria Cemetery District and the Allan Hancock Joint Community College District. He also has served as ad hoc special counsel to other public agencies on a variety of real estate transaction and other general business matters.
Alex's estate planning and administration practice focuses on serving the needs of his business clients in planning the tax efficient transfer of their businesses and other assets to the next generation, and dealing with the many issues that arise upon a death.

Alex’s civic activities have included service on the boards of directors of the Northern Santa Barbara County Bar Association, the Boys and Girls Club of Santa Maria Valley, the Santa Maria Valley Chamber of Commerce Visitors and Convention Bureau, the Santa Maria Valley Economic Development Association, the Visiting Nurse Service, the Allan Hancock College Foundation and the Marian Medical Center Foundation. He currently serves as a director on the boards of the Boys and Girls Club Foundation, the St. Joseph’s High School Advisory Board and Heritage Oaks Bank. He is a Master member of the Northern Santa Barbara County Inns of Court, and was a 1997 winner of a Paul Harris Fellowship awarded by the Rotary Foundation of Rotary International.
Alex lives in the Orcutt area with his wife, Kathy. Their son, Brian, currently is a law student at Pepperdine University School of Law. |
